HIV Program Capacity Building Specialist

Organizational Description:

Asian & Pacific Islander American Health Forum (APIAHF) is a national advocacy organization dedicated to promoting policy, program and research efforts to improve the health and well-being of Asian American, Native Hawaiian, and Pacific Islander (AA and NHPI) communities. Founded in 1986, APIAHF approaches activities with the philosophy of coalition-building and developing capacity within local AA and NHPI communities. We advocate on health issues of significance to AA and NHPI communities, conduct community-based technical assistance and training, provide health data analysis and information dissemination, and convene regional and national health conferences.

Position: HIV Program Capacity Building Specialist, 1.0 FTE (37.5 hours/week)
Location: San Francisco, CA or Washington, DC
Salary Range: DOE, excellent fringe benefits
Job Summary: APIAHF’s HIV Program aims to increase the capacity to conduct HIV/AIDS prevention throughout the U.S. and U.S. affiliated jurisdictions, particularly for Asian American, Native Hawaiian and Pacific Islander populations and men who have sex with men populations. In particular, APIAHF provides capacity building resources and training to community based organizations (CBOs) and community stakeholders on topics related to organizational infrastructure and program sustainability, evidence based interventions (EBI) and public health strategies (PHS), and, and monitoring and evaluation (M&E).
The Capacity Building Specialist, under the supervision of the HIV/AIDS Program Director, is responsible for planning, coordinating, and delivering a variety of capacity building assistance activities on the topics of evidence based interventions and public health strategies as well as monitoring and evaluation. The Capacity Building Specialist will help CBOs to select, adapt, and implement evidence-based interventions and strengthen the processes and systems to monitor and evaluate those interventions.
Duties and Responsibilities:
* Coordinate and monitor national program objectives and activities; * Coordinate program activities with capacity building partners; * Help to conduct organizational/program assessments of CBOs; * Develop and implement strategic plan for enhancing CBO capacity action focused on EBI&PHS and M&E; * Provide technical consultation, technical assistance and training in areas of EBI and M&E; * Convene in-person and web-based meetings, workshops, and trainings; * Coordinate data collection & analysis from focus group reports, surveys, and other data collection methods; * Assist in managing and monitoring program budget; * Assist with report writing; * Collect and analyze relevant literature; * Participate as team member in the HIV capacity-building assistance program; * Attend and assist with all agency meetings, events, and functions as required; * Travel for work-related meetings and events as necessary; * Perform other duties as assigned.

Required Qualifications:
* Graduate degree or equivalent experience in health, behavioral science or related fields * Minimum three years project coordination experience * Demonstrated experience and knowledge of evidence based interventions (EBI) and public health strategies (PHS) related to HIV prevention * Demonstrated experience in process and outcome monitoring and evaluation * Minimum three years relevant experience working with AA and NHPI communities, men who have sex with men communities, and/or HIV/AIDS * At least two years experience in project budget development and/or management * Demonstrated effective written and oral communication skills, including public speaking * Demonstrated proficiency with Windows-based computer programs, including work processing, database management, email, and online research * Experience with Data collection and analysis * Ability to work with diverse communities and community stakeholders * Strong initiative, creativity and motivation, including ability to work under pressure with deadlines * Demonstrated excellent interpersonal and organizational skills * Demonstrated experience working effectively in team environment * Ability to travel as part of work responsibilities
Desired Qualifications:
* Working experience in a non-profit or community-based organization * Bilingual/Biliterate in an Asian, Pacific Islander, or Spanish language * Experience or interest in health policy and advocacy
